CHICAGO — A complaint submitted Thursday to the Civilian Office of Police Accountability spurred an internal Chicago Police investigation into allegations of at least one officer having sexual contact with a migrant housed at a West Side police station.

“This is a system that has been under the public radar for such a long time,” said Craig B. Futterman, a founder and director of the University of Chicago Law School’s Civil Rights and Police Accountability Project.

Fewer than 5% of some 600,000 stops net even a ticket; not even 1% result in arrest or seizure of drugs or guns.

In the 4 ½ years since the city entered into a federal consent decree, the Chicago Police Department’s bureau of internal affairs has opened more than 11,000 investigations into allegations of officer misconduct, according to a Tribune analysis of police data.

Mayor Lori Lightfoot vowed accountability for the officers, but the penalties have been softened or eliminated, mostly in arbitration.
