LOS ANGELES — Los Angeles City Councilman Paul Koretz called Friday for sweeping changes at the city’s Animal Services department, including regular walks for dogs, better handling of sick animals who face euthanasia and a mediation process for volunteers.

The annual salaries for the two positions have been frozen at $133,545 since 2005. Mayor Lori Lightfoot’s proposed budget includes pay raises for both citywide elected officials while keeping the mayor’s salary at $216,210.

Booting, however, is headed in the opposite direction. It’s down 12.6% — from 27,656 of the wheel-locking devices applied through June 30 of 2021 to just 24,158 vehicles booted during the same period this year.
