Builders are making up nearly half of all insolvencies in the ACT at the same time the territory is falling further behind on its housing goals, the Master Builders has warned.
Canberra builder Ben Clugston said the volatility of the industry was beginning to "stack up" against builders, and forcing them out of the industry.
"You've got to be so much as a builder to really be successful," Mr Clugston said.
