Yes, the Browns’ NFL Draft age guardrail exists

While general manager Andrew Berry has stated they do not abide by any sort of age guardrails when evaluating players in the NFL Draft, the data says otherwise. From the Sashi Brown era to the Berry era, it is evident the Cleveland Browns value selecting younger players in early rounds to capitalize on shelf life, signing players to second contracts while they are still young.

Taking a look at data provided by Joseph Hefner, the Browns, by a healthy margin, draft the youngest players in the first three rounds of the draft as the average age of players drafted is just over 21.5 years old.
