Singapore, the world's second richest country, is set to provide a one-off cash payment of S$400 to S$600 to more than 2.4 million adult citizens in September, as the government steps up support for households facing higher living costs.
The Enhanced Budget 2026 Cost-of-Living (COL) Special Payment will begin reaching eligible Singaporeans from September 9, 2026. The payment was originally announced at a lower level but was later increased as part of enhanced support measures.

Who will receive the Singapore cost-of-living payment?
The special payment is aimed at adult Singapore citizens who need additional help with living expenses.
To qualify, a person must:
- Be a Singapore citizen residing in Singapore
- Be 21 or older in 2026
- Have an Assessable Income (AI) of no more than S$100,000 for Year of Assessment 2025
- Own no more than one property
- The government will also consider the Annual Value (AV) of the recipient's home when determining the amount.

How much cash will Singaporeans get?
Eligible citizens will receive between S$400 and S$600, with lower-income Singaporeans potentially receiving the highest amount. The payment is determined using both income and the Annual Value of the person's residence.
Those with an Assessable Income of up to S$22,000 can receive S$600 if their home's Annual Value is S$15,000 or less. The payout can fall to S$500 or S$400 depending on the home's value. For people with higher Assessable Income, the payment is generally S$400.
When will the S$600 payment arrive?
The first payments will be made from September 9. Singaporeans who have linked their NRIC to PayNow by August 30 can receive the payment through PayNow-NRIC by September 9.
Those receiving payment through bank crediting will get it by September 17, while eligible recipients using GovCash will receive it by September 24.
Do Singaporeans need to apply?
No application is required. Eligible citizens will automatically receive the Enhanced B2026 COL Special Payment. They can check their eligibility through the government's benefits portal using Singpass.
The Ministry of Finance said eligible recipients will also receive notifications via SMS before and after the payment is credited.
Why is Singapore giving the extra cash?
The payment is part of Singapore's broader effort to cushion households from rising living costs. The COL Special Payment was initially announced under Budget 2026 at S$200 to S$400, but the government subsequently enhanced it, increasing the payout to S$400 to S$600. More than 2.4 million adult Singapore citizens are expected to benefit.
The government has also rolled out other measures to help households manage higher expenses amid economic pressures.
Beware of scams
Singaporeans should be cautious about fake messages claiming to offer the payment.
The Ministry of Finance said official SMS notifications from “gov.sg” will only inform recipients about their benefits. Citizens will not be asked to reply, click a link or provide personal information through the message.
