A woman says she has to keep the windows in her home open, even in freezing conditions, as the flat is "caked in mould".
Jessica Baines from Widnes moved out of her "overcrowded" parents' home a little shy of two years ago in a bid to live independently.
When she first viewed her ground floor flat she noticed it was covered in mould, but was told by Halton Housing it was just a surface issue and could be easily cleaned. She also said the "floors were uneven and it smelt like cat wee" but she "trusted the council".
