Canadian Prime Minister Mark Carney has confirmed that his government considered the remote possibility of US military action against Canada, describing it as an 'extreme tail risk'.
He said leaders must consider serious but unlikely threats, but declined to say whether specific preparations had been made. 'That's just risk management. That's not a base case, but it would be irresponsible not to' consider the possibility, he told The New York Times.
