Why reservation should come first for third gender

CHENNAI: Tamil Nadu is considered one of the most progressive states when it comes to upholding the rights of (‘Thirunar’ as referred to in Tamil).

It is the first state to have introduced a transgender welfare policy, where in transgender people can access free sex reassignment surgery in government hospitals, and are entitled to housing.
