Unless you're invited to a red carpet event, New Year's Eve is the best excuse to dress to the nines. Tacky noisemakers, hats and silly year-blaring sunglasses notwithstanding. Now you can go the easy route and simply slip on some kind of sparkling dress and embellished heels and call it 2024. But where's the fun and challenge in that?
