What does over/under 2.5 goals mean in betting?

Over/under 2.5 goals is a classic market on betting sites and refers to a bet on the total number of goals scored by both teams combined in a football match.

The number 2.5 is used because the half goal (.5) eliminates the possibility of a draw on the bet itself.
