EU and Western Balkan leaders are gathering in the Adriatic port town of Tivat in Montenegro on Friday, alongside heads of Europe's largest economies including French President Emmanuel Macron and German Chancellor Friedrich Merz.
Security was stepped up, with increased police patrols, checkpoints and roadblocks around Tivat's luxury waterfront hotels, where the two-day summit is taking place.
