Miss Williams, who is from Dudley in the West Midlands, was rushed to hospital but despite the best efforts of those involved was pronounced dead a short time later.
A 27-year-old man from Rossendale was arrested on suspicion of causing death by dangerous driving and has since been bailed pending further enquiries.
Miss William's family are being supported by specially trained officers. In a statement released via Cheshire Police, they said: "We have lost our beautiful girl in the most tragic way.
"She was about to start her dream career and has now had all that taken away. We ask as a family to be allowed to grieve in private."
