Ukrainian President Volodymyr Zelensky says Ukraine will intensify strikes on Russian oil refineries, which he says fund the war, after a fresh Russian bombardment aimed at driving civilians out of Kyiv and other major cities.
Speaking to Reuters, Zelensky said Ukrainian intelligence had seen documents showing Vladimir Putin approved a "new doctrine" widening attacks to infrastructure, logistics, roads, schools and hospitals before winter. Kyiv, he stressed, will not mirror Moscow by targeting civilians, "because we are another people."
