KOCHI: The Kerala high court on Tuesday issued a comprehensive order for implementing the Solid Waste Management (SWM) Rules, 2016 in the state and directed the district collectors to invoke the powers under Disaster Management Act to ensure compliance.
Through a 39-page order that laid out a 12-point plan, a division bench comprising justices SV Bhatti and Basant Balaji said the court would push for compliance of the rules in three phases, with the first phase ensuring proper collection and management of solid waste, the second phase dealing with fines for violators, and the third phase addressing recovery of compensation from the polluters.
