A social services director is expected to issue a warning over the state of the social care sector during a conference taking place in Manchester today.
According to the Association of Directors of Adult Services (Adass), a "staggering" number of older and disabled people are not getting the social care and support they need.
"Things have never been so bad" for England's social care sector, Adass president will Sarah McClinton is expected to say, the PA news agency reports.
