War crimes: How are they defined, investigated and punished?

Karim Khan, chief prosecutor at the International Criminal Court (ICC), has said he plans to open an investigation into alleged war crimes perpetrated by Russia in Ukraine “as rapidly as possible”.

“I am satisfied that there is a reasonable basis to believe that both alleged war crimes and crimes against humanity have been committed in Ukraine,” he said in a statement announcing the decision.
