US midterm elections 2026 will decide who controls Congress for the next two years. All 435 House seats and 35 Senate seats are up for election on November 3. Republicans currently control both chambers, but their margins are narrow. That leaves the House and Senate races closely tied to a simple question, which is how many seats does each party need in order to win the midterm elections.

What does it take to control the House?
The House is the easier chamber to understand. There are 435 voting seats, and a party needs 218 seats to hold an outright majority. Republicans currently have 218 seats, while Democrats have 214. There are also vacancies and one independent who caucuses with Republicans. That means the Republican Party is sitting right at the minimum number needed to organize the chamber, as per a report by the NYT and FirstPost.
For Democrats, the basic target is 218 seats. Reaching that number would give them control of the House. Republicans, meanwhile, need to keep at least 218 seats in a straightforward 435-seat House.
According to the Cook Political Report, Republicans have 140 safe seats, 55 seats they are likely to win and 45 competitive seats. Democrats have 182 safe seats, 10 seats they are likely to win and three competitive seats.
The House fight is centered on roughly 46 highly competitive districts. Democrats currently hold 25 of those battleground seats, compared with 21 held by Republicans.

The Senate math is different
The Senate has 100 seats, but only about one-third are contested in each election cycle. In 2026, there are 33 regular Senate contests plus two special elections, making 35 races in total. Republicans currently hold 53 Senate seats, compared with 47 for the Democratic caucus, which includes 45 Democrats and two independents who caucus with them.
For an outright Senate majority, a party normally needs 51 seats.
That puts the Democrats in a more difficult position. Starting from 47 seats, they need a net gain of four seats to reach 51, assuming they hold the seats they currently have. Republicans can lose two seats and still have 51.
There is also another part of the Senate math. If the chamber ends up tied 50-50, the vice president can cast the deciding vote in certain tied votes. With Republican Vice-President JD Vance in office, Republicans could organize the Senate with a 50-50 split.
Among the closely watched Republican-held Senate contests are North Carolina, Maine, Ohio, Texas and Iowa. Democrats are also defending seats in Georgia and Michigan, both states Donald Trump won in 2024.
Can either party win both chambers?
The November 3 results will determine whether Republicans keep control of Congress, Democrats take one chamber or Democrats take both.
If Democrats reach 218 House seats, they would control the House and could block or delay legislation and other parts of the president's agenda that require congressional approval.
