Volodymyr Zelensky is set to meet Donald Trump at the White House on Tuesday as questions mount over the future of US military support for Kyiv.
The Pentagon informed Congress in a letter sent in May that it plans to spend the remaining $400m in military assistance approved by lawmakers last year over several years, with final deliveries projected for 30 September 2029, after the end of Trump's second term in office, according to Reuters.
Zelensky is expected to use his Washington visit to press Trump for urgently needed air defence capabilities and to complete a drone deal with the US.
Meanwhile, Ukraine has dismissed Iran's threats of retaliation after Kyiv targeted an Iranian cargo vessel in the Caspian Sea, with foreign minister Andrii Sybiha accusing Tehran of being "a direct accomplice" in Russia's war by supplying weapons used against Ukraine.
Iran vowed to retaliate over the strike, which Ukraine said targeted a vessel carrying Iranian drone and missile components to Russia. It is believed to be the first direct attack on an Iranian ship by Kyiv.

Us president Doanld Trump has said he would directly speak with Russian president Vladimir Putin about reports that Moscow has been helping Iran target US assets in the Middle East.
Speaking to reporters aboard Air Force One on Monday, Trump was asked about allegations raised by Ukrainian president Volodymyr Zelensky, who said Russia had provided Iran with satellite imagery of US and Gulf military installations during the recent conflict.
Zelensky said Kyiv had observed a "clear correlation between Russia's satellite imagery of these sites and Iranian strikes."
"We'll find out if that's true," Trump said. "I'll ask Putin about it. We'll find out."
Trump downplayed the potential impact of any such assistance, arguing that it had not changed the outcome of the conflict.
"It hasn't had much impact because we've knocked the hell out of (Iran)," Trump said. "Look, you know, (Russia) gave Venezuela a lot of equipment. Venezuela had all Russian equipment. How did that work out? Not too good."
He also said he was sceptical that Russia had provided meaningful support to Iran.
"I don't think they've been doing it. Certainly not at a high level, and if they have, it has been very unimpactful," Trump said.
Zelensky’s allegation came as Ukraine attacked an Iranian tanker in the Caspian Sea that Ukraine’s ambassador to Israel, Yevgen Korniychuk, said was carrying drones and military components from Iran to Russia. Iran condemned the strike and vowed to retaliate.

An apartment building in the town of Chekhov, near the Russian capital Moscow, was hit in a drone attack, with local authorities verifying reports of casualties, regional governor Andrei Vorobyov said on Tuesday.
In a post on Telegram, Vorobyov shared a photograph showing a high-rise residential building with blown-out windows and black smoke billowing from its upper floors.
He said Russian air defences had also shot down several dozen drones elsewhere in the Moscow region, including over the towns of Podolsk, Domodedovo and Kolomna.
Organiser of defence expo hit by Russian missile held in custody

A court in Kyiv has ordered the organiser of a defence industry exhibition targeted in a deadly Russian missile strike to remain in pretrial detention for 60 days as authorities investigate whether negligence contributed to the deaths of 11 people.
The Sviatoshynskyi District Court on Monday granted prosecutors' request to detain Vasyl Honcharuk, who organised the 24 July event at a privately operated venue in the Kyiv region, according to Ukrainian public broadcaster Suspilne.
Honcharuk, the head of the Armada weapons industry association, is suspected of official negligence that led to loss of life after the Russian ballistic missile strike on a shooting range outside Kyiv.
He appeared in court limping and told the judge he had suffered minor injuries in the missile strike.
Prosecutors allege that the organisers invited more than 300 people, including military personnel, government officials and business representatives, to the event without the necessary official authorisation and provided only limited shelter for attendees.
Reporters at the scene described widespread destruction, with homes reduced to rubble and victims lying in body bags following the attack.

The Pentagon has told members of Congress it does not expect to finish spending the remaining $400m in military aid for Ukraine until fiscal year 2029, according to a Reuters report, a timeline that has frustrated lawmakers as Kyiv faces growing shortages of air defence weapons.
The disclosure comes ahead of Ukrainian president Volodymyr Zelensky's visit to Washington, where he is expected to meet Donald Trump at the White House and later address all 100 US senators.
Zelensky is expected to press for additional air defence systems and the completion of a drone cooperation agreement with the US.
According to Reuters, the Pentagon outlined its spending schedule in a letter sent to Congress in May. While the funds are expected to be placed under contract by the end of fiscal year 2026, final deliveries are not projected until the fiscal year ending 30 September 2029, after the end of Trump's second term in office.
The funds, approved by Congress last year with bipartisan backing, have reportedly not yet been obligated or disbursed, despite repeated complaints from lawmakers over delays in getting military assistance to Ukraine.

Ukrainian delegates, including president Volodymyr Zelensky, are in the UK to discuss the ongoing partnership with Ukraine.
Ukraine’s foreign minister said ahead of a meeting with new foreign secretary Ed Miliband: “The United Kingdom has consistently demonstrated leadership in supporting Ukraine. Today, we are building a partnership that goes beyond responding to Russia's aggression. Through the 100 Year Partnership Agreement, we are investing in the long-term security of our nations and of Europe.”
The 100-year partnership agreement was signed in January 2025 between the United Kingdom of Great Britain and Northern Ireland and Ukraine.
The treaty agreed to bolster military collaboration on maritime security through “a new framework” to strengthen Baltic Sea, Black Sea, and Azov Sea security and deter ongoing Russian aggression.
It also agreed to bring together experts to advance scientific and technology partnerships, in areas such as healthcare and disease, agri-tech, space and drones, and build “lifelong friendships” through classroom projects.
The UK also became a preferred partner for Ukraine’s energy sector, critical minerals strategy and green steel production.

Russia 'open to' new ideas relating to Ukraine peace process ahead of Trump-Zelensky meet on Tuesday

Russia is open to considering new ideas and proposals related to the Ukraine peace process, Russian Foreign Ministry spokeswoman Maria Zakharova said on Monday.
She made the comments after a Ukrainian source told Reuters last week that US and Ukrainian officials had been discussing a proposal for an air ceasefire to take to Russian counterparts as part of a new round of peace talks.
The Kremlin said earlier on Monday that it had not seen any specific information regarding new peace proposals ahead of a planned meeting on Tuesday in Washington between US president Donald Trump and Ukrainian president Volodymyr Zelensky.

Defence is “right up there as a top priority” Andy Burnham has said, pledging to reach 3.5 per cent of GDP on defence spending by 2035.
Speaking to reporters in Portsmouth, the prime minister said: “It’s my job to keep this country safe and therefore, in the world that we’re living in, defence has to be right up there as a top priority.
“I’ve said already that I will fully fund the Defence Investment Plan.
“You know, my duty to those who serve our country is to make sure that they have got the kit that they need, that it’s up to date, and I will honour the commitments there.
“And looking to the future, we will honour our Nato commitments – 3.5 per cent by 2035 – that’s the commitment the country’s made.”
Mr Burnham later added that his ministers “will have to prioritise”.
He continued: “But that’s what I’ve been doing in my first days in office – I have reprioritised spending towards the cost of living initially.
“So, last week, I said that I didn’t think digital ID was the country’s highest priority right now and I took some of the funds that had been allocated and have redirected them to other priorities that will support people with the cost of living.
“So yes, I’ve shown already that I’m prepared to do that – I will do that to support defence investment and it’s just clear to me that that has to be a priority in this world in which we currently find ourselves.”

Speaking to reporters, the prime minister was asked about his meeting with president Volodymyr Zelensky.
He responded: “We’ve taken away some things that we will now follow up with our partners.

Tatiana Navka, the wife of Russian president Vladimir Putin's spokesman Dmitry Peskov, has launched a legal challenge aimed at overturning European Union sanctions imposed on her over the war in Ukraine, according to details published on an EU website. Navka, a former Olympic ice-skating champion, was put on a sanctions list by the EU in June 2022 that targeted people over Moscow's actions in Ukraine. Peskov's daughter Elizaveta and son Nikolai were included on the same list.
Brussels said at the time that the sanctions, which included a travel ban to the EU and financial restrictions, were imposed "in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine."
Details published on the EU's EUR-Lex website showed that Navka, 51 — who was born in Soviet Ukraine but is a Russian citizen — is now seeking to overturn the sanctions on her via the European Court of Justice.
The legal filing said she was arguing that the reason for the restrictions on her had not been properly set out, that errors of law and factual assessment had been made, and that the EU had failed to prove a sufficient link between her and the stated aim of its sanctions.
Navka is seeking damages from the Council of the European Union for material damage and for damage to her reputation and other non-material damage totalling just over €2 million (£1.71 million), the same document showed.
Another official EU database shows that Yekaterina Ignatova, wife of Sergei Chemezov, head of the state-owned Rostec defence and industrial corporation, is seeking to overturn EU sanctions on her via the same legal route.

The Kyiv Independent reported that Moscow cancelled the annual event as Ukraine’s long-range drone attacks continue to threaten major Russian cities.
Instead of the parade, president Vladimir Putin addressed sailors at the navy headquarters.
The cancellation reportedly came amid reports of widespread internet outages in St Petersburg.
Since 2017, the Navy Day celebrations have featured large displays of Russian naval power, including a review of warships from the Baltic, Black Sea, Northern and Pacific fleets in St. Petersburg.
Navy Day is a national holiday in Russia and is celebrated on the last Sunday of July.
Civilian cargo ship sinks a week after Russian attack killed 10

A civilian cargo ship carrying grain sank in the Black Sea near Odesa on 26 July, a week after it was hit by Russian cruise missiles, Ukrainian authorities said.
The vessel had been sailing through Ukraine’s maritime corridor when it was struck.
Ukraine’s Sea Ports Authority (USPA) said: “The Golden Leo, which was struck near Odesa on July 19, has sunk. As a result of the Russian attack, the ship sustained significant damage to its hull and superstructure, which led to the loss of its seaworthiness and subsequent sinking.”
The authority said no crew were on board when the ship sank because survivors had already been evacuated after the attack.
In the 19 July attack, ten people were killed in the Russian attack, according to The Kyiv Independent.

Russian drone attacks on Ukraine’s southern Mykolaiv region killed one person and damaged three civilian vessels, acting regional governor Heorhii Reshetilov said on Telegram.

Ukraine’s seaports authority said others were also injured but did not give a number.

Russia considers it premature to comment on reports that the United States and Ukraine are discussing a possible halt to aerial attacks as part of efforts to end the war, Kremlin spokesperson Dmitry Peskov said.
A Ukrainian source told Reuters that Ukrainian and US officials had discussed a proposal for an air ceasefire to present to Russia as part of a new push to revive peace talks aimed at ending the conflict triggered by Moscow's 2022 invasion of Ukraine.
The source said Ukraine had approached Russian president Vladimir Putin in the past with offers of a ceasefire, which had been turned down.
However, some officials believe that pressure on Russia's economy from ongoing Ukrainian drone and missile strikes may soften Putin's stance.
“We do not know how credible these reports are or where they come from. These are newspaper reports and nothing more. Therefore, it is premature to comment on them at this stage," the Interfax news agency quoted Peskov as saying.
He said Russia's response to any new peace initiative would depend on whether it aligns with Moscow's interests. "We have heard statements that some new formulas may be possible. We still need to learn more about them," Peskov said.
"And, over time, some formulas or proposals will probably be put forward. What happens next will depend on how closely they correspond to our interests.”
Peskov reiterated that Moscow maintains channels of dialogue with US negotiators.

Nato has said additional details of Sunday's incident were under investigation after Romanian jets shot down a Russian drone.
“The shootdowns come as Nato, Romania, and other nations actively acquire ground-based interceptors to enhance allied and national air defence capabilities,” said US Army Colonel Martin O'Donnell, spokesperson for Nato's military headquarters.
Romanian president Nicusor Dan said Romania had identified Friday's drone as a Shahed-type unmanned aerial vehicle commonly used by Russian forces and investigations of those shot down on Saturday and Sunday were ongoing.
Romania's foreign ministry said it had summoned the Russian ambassador "following these repeated violations". Prime Minister Ilie Bolojan called the airspace breaches "unacceptable".

Prime minister Andy Burnham will welcome Ukrainian president Volodymyr Zelensky as his first international visitor today, in a move that underscores London's steadfast support for Ukraine, Burnham's office said.
The two leaders are expected to meet at a naval base, where they will hear how UK-led training programmes are helping strengthen Ukraine's armed forces and deliver results on the battlefield, according to Downing Street.
"Britain stands with Ukraine, shoulder to shoulder, and our support remains unwavering," Burnham said in a statement.
“Russia should be in no doubt of our resolve, and we will not back down until we achieve long-lasting and just peace for Ukraine,” the PM said.
During the visit, Burnham and Zelensky will meet more than 200 Ukrainian military personnel and sailors who have spent the past three weeks in Britain taking part in Exercise Sea Breeze, a maritime security and counter-mine exercise designed to prepare participants for future missions in the Black Sea.
Six dead in Russian strikes across Ukraine on Sunday

Kyiv came under ballistic missile attack from Russian forces early on Sunday, local authorities said, while other regions suffered bombardments later during the day that killed at least six people.
Russia said areas of Ukraine under Moscow's control had also come under attack, with four people killed in a Ukrainian drone strike in the Russian-occupied Ukrainian city of Horlivka.
In its morning note, Ukraine's air force said Russia had launched seven ballistic missiles and 136 drones at Ukraine overnight.
In the northern Ukrainian city of Chernihiv, a Russian drone hit a supermarket, killing two people including a 9-year-old child and wounding 25, Ukraine's emergency services said.
“This is deliberate Russian terror that has no military justification,” Volodymyr Zelensky wrote on Telegram.
In the eastern city of Kharkiv, one person was killed and 16 others required medical attention after a daytime drone attack, mayor Ihor Terekhov said on Telegram.
Kyiv mayor Vitali Klitschko said one blaze had broken out on the seventh and eighth floors of a multi-storey apartment block in a central district after the overnight missile attack. Three people were wounded in the capital.

Iran foreign minister Abbas Araqchi said a Ukrainian attack on an Iranian commercial vessel "cannot go unanswered".
Iran said the attack in the Caspian Sea resulted in an explosion that killed one sailor and injured another. Araqchi made the comments in calls with EU foreign policy chief Kaja Kallas and Russian foreign minister Sergei Lavrov, Araqchi posted on X.
Lavrov, in a statement posted on the Russian foreign ministry's website, offered condolences in connection with the death of a sailor in the attack.
Lavrov said Araqchi thanked local authorities in the Russian region of Astrakhan, where the vessel started its journey, for helping the crew "and stressed the need to put an end to such adventures by the Kyiv regime".
The statement also said Araqchi informed Lavrov of "continuing diplomatic efforts aimed at de-escalating tension in the Middle East".

Russia considers it premature to comment on reports that the United States and Ukraine are discussing a possible halt to aerial attacks as part of efforts to end the war, Kremlin spokesperson Dmitry Peskov said.
A Ukrainian source told Reuters that Ukrainian and US officials had discussed a proposal for an air ceasefire to present to Russia as part of a new push to revive peace talks aimed at ending the conflict triggered by Moscow's 2022 invasion of Ukraine.
The source said Ukraine had approached Russian president Vladimir Putin in the past with offers of a ceasefire, which had been turned down.
However, some officials believe that pressure on Russia's economy from ongoing Ukrainian drone and missile strikes may soften Putin's stance.
“We do not know how credible these reports are or where they come from. These are newspaper reports and nothing more. Therefore, it is premature to comment on them at this stage," the Interfax news agency quoted Peskov as saying.
He said Russia's response to any new peace initiative would depend on whether it aligns with Moscow's interests. "We have heard statements that some new formulas may be possible. We still need to learn more about them," Peskov said.
"And, over time, some formulas or proposals will probably be put forward. What happens next will depend on how closely they correspond to our interests.”
Peskov reiterated that Moscow maintains channels of dialogue with US negotiators.

Zaporizhzhia regional governor Ivan Fedorov said a guided aerial bomb and drone attack killed one person and wounded two in the southern city, which has been under heavy bombardment in recent months.
In Ukraine's northern Sumy region, a Russian guided aerial bomb attack wounded five people, regional governor Oleh Hryhorov said on Telegram.

Ukrainian air attacks killed two people and wounded 17 others in strikes on the southern Russian cities of Rostov-on-Don and Belgorod, regional authorities said this morning.
In Rostov-on-Don, a major export hub near the Sea of Azov, a couple from the same family was killed and another five people were wounded, including two of whom were in critical condition, regional governor Yuri Slyusar said in a Telegram post.
Falling drone debris caused fires at a number of locations, including warehouses, and windows were blown out in a residential apartment building, he added.
In Belgorod, which like Rostov-on-Don is close to the Ukrainian border, a drone attack wounded 12 people, including two children, and caused a fire in a residential building, regional authorities said separately on Monday.

A Ukrainian drone attack wounded 12 people, including two children, in the Russian city of Belgorod, near the border with Ukraine, regional authorities said in the early hours today.

Viktoria Terekhova shipped virtually her entire summer collection of children's clothes last week to the giant warehouse of online retailer Wildberries at Elektrostal, east of Moscow.
Within a couple of days, it was destroyed in a Ukrainian drone strike.
Fashion designer Terekhova says she lost 12,000 items, amounting to about 45% of her company's total inventory, and another 4,000 items in attacks on Wildberries hubs in southern Russia.
Eight Wildberries warehouses accounting for more than 10% of the company's storage capacity have been attacked since July 18 in a wave of strikes against Russia's leading online retail company.

Nato has said additional details of Sunday's incident were under investigation after Romanian jets shot down a Russian drone.
“The shootdowns come as Nato, Romania, and other nations actively acquire ground-based interceptors to enhance allied and national air defence capabilities,” said US Army Colonel Martin O'Donnell, spokesperson for Nato's military headquarters.
