UAE free private tutor work permit: Eligibility, requirements and how to apply

The UAE's Ministry of Human Resources and Emiratisation (MOHRE) has clarified the eligibility criteria for its Private Tutor Work Permit, allowing more categories of residents to legally offer private tutoring services across the country.

The permit, introduced in coordination with the Ministry of Education, is free of charge, valid for two years, and covers both online and in-person tutoring. The initiative aims to regulate the private tutoring sector, expand access to qualified tutors and create additional income opportunities for eligible residents.

According to MOHRE, applicants must comply with a professional code of conduct approved by the ministry before receiving the permit.

Who can apply?

Under the expanded eligibility criteria, the permit is open to several categories of residents, including:

  • Registered teachers
  • University students
  • Private-sector employees
  • Government and semi-government employees

The ministry said the permit provides a legal framework for individuals who wish to offer educational support services outside traditional classroom settings.

Eligibility requirements for school students

School students can apply for the permit if they:

  • Are between 15 and 18 years old
  • Hold a valid UAE residency permit
  • Obtain parental consent
  • Provide proof of enrolment in school
  • Submit a medical fitness certificate
  • Hold a certificate of good conduct

University students are also eligible but must provide the required supporting documents during the application process.

Requirements for teachers and employees

Teachers, private-sector workers and government employees must submit:

  • Educational qualification certificates
  • Valid identification documents
  • Medical fitness certificates
  • Certificates of good conduct

Government employees, semi-government workers and schoolteachers must also obtain a no-objection certificate (NOC) from their employer before applying.

How to apply

Applications can be submitted through MOHRE's digital platforms.

The ministry said applications will be reviewed in coordination with the Ministry of Education before permits are issued.

Processing time and validity

MOHRE said applications that meet all requirements will be processed within two days.

Once approved, the permit will remain valid for two years.
