Social media giant Twitter is down for the second time in the space of a week, users have reported.
The micro-blogging app and website is experiencing "international slowdowns" and "outages" affecting thousands of users as well as issues impacting both picture and video content.
Downdetector, which tracks when users log issues relating to outages with a website, said: "User reports indicate Twitter is having problems."

More than 4,000 reports stating that Twitter is down or experiencing issues have been logged since 5pm this evening, with the average daily reports for the website rarely rising higher than 30 in any given day.
#TwitterDown is trending across the United Kingdown, with more than 2,500 tweets from users who have expressed they are having difficulties.
NBC journalist Ben Collins reported: "You can't post images on Twitter right now, likely because the site's URL shortener/redirect service (https://t.co) is down. Don't want to be controversial, but I don't think this is good for https://Twitter.com."
Users have also been reporting the same error code and saying that external links will not open.
The error code reads: "Your current API plan does not include access to this endpoint, please see https://developer.twitter.com/en/docs/twitter-api for more information."
Twitter or Elon Musk are yet to comment on the issues experienced by users on the platform.
This is the second time the social media site is down in the space of five days, with thousands of users saying they experienced blank timelines on March 1.
Commenting on this evening's issues, one Tweet said: "So I guess firing most of the staff at a social media company was not a brilliant plan after all. #TwitterDown."
