Donald Trump's promise to hand $5,000 (£3,701) to every American adult if Republicans retain control of Congress has exploded into a legal and political controversy, with former federal prosecutor Glenn Kirschner arguing that the president may have already crossed the line into illegal vote-buying.

Trump unveiled the so-called 'Trump dividend' at the Republican Party's midterm convention in Dallas, telling the crowd, 'If the Republicans win, you win with us and you get $5,000.'
