Harrow council’s leaders are set to issue High Court proceedings by February 24 against London mayor Sadiq Khan – and say they will fight the case alone if other Tory boroughs back out.But critics warned the amount of money at stake – which the council admits will have to be drawn from reserves and could lead to a “worsening of Harrow’s financial situation” – was enough to run two libraries for a year.
