Council leader Susan Aitken has slammed Celtic and Rangers for profiting off "thugs" and said some fans' behaviour before Sunday's football game was unacceptable.
The politician spoke out after several people, including a police officer, were injured yesterday when dozens of supporters fought each other and cops in the city centre.
She said she reached out to both clubs after similar antisocial behaviour last year but nothing has changed.
Councillor Aitken said: “To say this behaviour is unacceptable is an understatement - but what’s particularly concerning is that this kind of thing keeps happening.
“I wrote to both Celtic and Rangers after the similar incidents that took place around Hampden last year and they did nothing.
“The football industry seems to be quite happy to make money off these thugs while decent folk have to live with the consequences.
"That’s not good enough.”
Videos on social media captured large crowds dressed in black - and some wearing Santa hats - clashing with members of the force as onlookers were forced to hide out.
Police Scotland revealed that an officer was hurt after a disturbance broke out between two groups on Argyle Street shortly before 1pm.
During the incident, missiles were launched at cops.
A 26-year-old man was also seriously assaulted in this area, around the same time.
Officers were also called to reports of windows being smashed at a Howard Street premises around 12.30pm.
The match itself kicked off at 3.30pm at Hampden Park and ended 3-3 before the Hoops emerged victorious from penalties.
At the stadium, a 41-year-old man was arrested and charged in connection with an alleged drug offence.
A 30-year-old man was also arrested and charged in connection with allegedly being in possession of a pyrotechnic.
Both will be reported to the Procurator Fiscal.
Chief Superintendent Stevie Dolan said investigations are ongoing and anyone with information is urged to come forward.
He added: "We dealt with a number of incidents in Glasgow city centre involving individuals engaging in disorder.
"I want to make it clear that the use of weapons and violence will not be tolerated and retrospective enquiries are being carried out.
"I would like to thank the majority of fans for their conduct throughout the day."
