Teen was moving van during police chase

A 16-year-old girl was killed when the van she was in crashed during a police pursuit. (AAP)

Victorian police knew there was a passenger moving around in a van they were chasing, but decided it wasn't dangerous enough to call off the pursuit.

The passenger was 16-year-old Jacqueline Vodden who was killed when the van crashed, less than five minutes after police tried to pull it over near Ballan in September 2017.
