Should a deal be reached, the Arabs would be due a bumper six-figure compensation package.
Courts led Dundee United to fourth place in the Premiership during his debut campaign.
This secured Europa Conference League qualifiers for the club this summer.
Rijeka opened talks with the 40-year-old about potentially becoming their new head coach.
However, the Scottish Sun now say that the deal looks to be doomed.
They are now set to look elsewhere for a new gaffer, with the compensation fee involved in any deal said to have put Rijeka off.
Rijeka will now turn to alternatives, but are in no rush to make an appointment.
