Downing Street officials first proposed a meeting between Boris Johnson and partygate investigator Sue Gray, it was confirmed on Monday as the row over the scandal reignited.
Treasury minister Simon Clarke firmly pointed the finger at senior civil servant Ms Gray, saying that she had “instigated” the meeting.
