Upper Hunter Shire Council is investigating a collision between a council vehicle and a wind turbine blade that was being transported through Merriwa.
The incident occurred at the intersection of the Golden Highway and Vanaccher Street at 7am on September 3.
Dashcam video of the incident shows the truck travelling through the intersection and colliding with the tip of the blade, which was being towed by an oversize truck along the highway.
The driver who witnessed the collision blasted his horn seconds before impact.
"Stop, stop, what the f..., stop, stop, stop," he exclaimed.
The council's director of infrastructure services Stephen Hitchens said the incident was under investigation and said no further comment would be made.
The blade was being transported from the Port of Newcastle under police escort to Squadron Energy's Uungula Wind Farm near Wellington.
The blade continued on its journey and arrived at noon.
A spokeswoman said specialist contractors had inspected the blade to determine the extent of damage.
"Squadron Energy reminds road users to be extra vigilant when they are approaching or passing any oversize overmass trucks," she said.
"The incident has not impacted construction of the wind farm, which is two-thirds complete with three turbines now stood up."
A police spokeswoman described the crash as "minor" and said it did not require further police action.
Minister for Roads Jenny Aitchison confirmed she had seen the footage of the collision.
"While it would be inappropriate to comment on the matter without the full context, it's an important reminder that all motorists have a responsibility to ensure they're aware of their surroundings, be it a truck carrying goods, another vehicle or a stationery object," she said.
The state government has invested $128 million to upgrade key roads and intersections to allow the transport of oversized equipment needed to build renewable energy projects in regional NSW.
The 19 locations have been identified as pinch points on the Golden Highway between the port and Elong Elong as well as a section of the Castlereagh Highway.
