Social Welfare Ireland: Flooding relief welfare payments available for homeowners

When severe weather such as Storm Eunice strikes the country, flooding damage to homes can be devastating.

If widespread flooding damage is caused, the Department of Social Protection can activate the Humanitarian Assistance Scheme.

This scheme provides emergency funding to homeowners who cannot afford the cost of essential repairs immediately after the flooding.

The payment is designed to assist rather than pay entirely for the cost of repairs.

Here's everything you need to know about the Humanitarian assistance scheme from the types of damage covered to the maximum amount paid to individuals.

What is covered

Emergency income support payments as well as covering damage to your home and essential contents such as carpets, flooring, furniture, household appliances and bedding.

If there is structural damage, that may also be covered.

What isn't covered

Anything that your insurance policy will take care of, plus items deemed not essential or luxury items, commercial and business losses and "Loss or damage to private rented accommodation or local authority accommodation."

Is there a means/income test?

Yes. For those who are single and applying for assistance, if you have an income of €30,000 or less you will get 100% of the amount allowable.

If you are married, in a civil partnership or cohabiting and have a combined, gross, household income of €50,000 or less you will get 100% of the amount allowable.

How much can be paid to applicants

The amount depends on how severe the water damage is. If the cost of repairs exceeds €5,000, the DSP will get advice from a loss adjustor.

How to apply for it

You need to fill out the Humanitarian Assistance Scheme form which can be downloaded from here or is also available in your local office.

Where available the items you need to include in your application are:

  • Evidence of household income (pay slips etc)
  • Estimates for repairs or replacement
  • A copy of your insurance policy
  • Paid invoices/receipts
  • Any other information which may support your claim
