Police have not said whether they were in pursuit of the car at the time.

Nearby resident Eddie Rukundo was inside his home when he heard a loud crash.

"I came out and saw police cars everywhere. I heard them say 'get on the ground, get on the ground' and that they have tasers," he said.

"It was kind of scary because there was so much noise."
