Seven children were found living in deplorable conditions, malnourished, lacking basic knowledge, and with signs of social anxiety.
The parents, Shane Robertson, 47, and Crystal Robertson, 37, have been arrested and charged with endangering the welfare of the kids.
The case emerged after a neighbour noticed the situation and alerted the police.
Officers arrived and found a 12-year-old girl entering an abandoned trailer in West Rockhill Township, Bucks County, Pennsylvania.
She reportedly told police officers she was taking a blanket to keep her rats warm because her family doesn't have enough money.
A 14-year-old girl was also found nearby, both inadequately dressed and appearing dirty.
They were then taken to their parents, who lived in the neighbouring trailer.
When the children were brought to their parents, the police discovered the deplorable living conditions, including a refrigerator secured with a padlock.
Further investigation by the police and Bucks County Children and Youth revealed four more hidden children in a rear bedroom.
The home was found to have faeces in several areas, disrepair in the walls and floors, and a large number of rats in cages. Other animals, such as dogs and snakes, were also found.
The children were taken into protective custody, and a medical evaluation at a hospital revealed that most of them were malnourished.
Some of the children had low kidney function, severe matting in their hair (requiring head shaving for two of them), and even maggots were found in one child's hair.
Additionally, two of the children required extensive dental treatment and some needed eyeglasses.
Chief Paul Dickinson, the Pennridge Regional Police Chief, described the disturbing details of the case and expressed his concern for the children.
He mentioned that it was difficult for the officers to witness the deplorable living conditions and the hungry and dirty state of the children.
Chief Dickinson stated, "It's very to see anybody struggling, and I know it wasn't easy for the officers."
He also commended the neighbour for reporting the situation and emphasized the importance of neighbours stepping up if they see problems in the neighbourhood.
It was also discovered that none of the children had attended school and lacked basic knowledge, and some exhibited social anxiety.
As for the legal proceedings, the Robertsons have been charged with seven counts of endangering the welfare of children.
They have posted bail, which was set at $100,000, by paying 10% of that amount, and have since been released until a court appearance.
If found guilty, the parents may face significant penalties for their actions.
