Daniel Tirado Pantoja walked free from immigration detention in Conroe on Wednesday morning, becoming the second of three men swept up after ICE agents killed Lorenzo Salgado Araujo to win his release by court order. Seven weeks into a case that has put Houston's East End under a national microscope, it is federal judges — not any of the four agencies investigating the shooting — who keep setting the pace of accountability.
