Scottish ministers express concern over plan to end all Covid travel measures on Friday

All remaining coronavirus travel measures including passenger locator forms will end on Friday, the UK Transport Secretary has said.

The move will make foreign holidays easier, even as coronavirus cases rise across the country, and Scottish ministers have expressed concern over the dropping of all border measures.

UK minister Grant Shapps said on Monday that the changes, which also include the requirement for unvaccinated people to be tested for Covid-19 before entering the UK, will "mean greater freedom in time for Easter".

After a meeting with senior ministers, he said the measures will end for travel to the UK from 4am on Friday under the Government's plans for "living with Covid".

Mr Shapps said: "These changes are possible due to our vaccine rollout and mean greater freedom in time for Easter."

But the move has been criticised by Scottish transport minister Michael Matheson, who said the end of Covid testing for entrants to the UK was still a cause for concern.

However, Scotland has agreed to fall in line with the rest of the country in order to bolster the country's faltering tourism industry.

Mr Matheson said on Monday night: "These measures significantly open up international travel and were agreed on a UK wide basis despite the Scottish Government raising concerns over the lack of border controls.

“However, we recognise the benefits of acting on a four nation basis and this will bring a high degree of normality back to travel and is extremely welcome for Scottish tourism, the aviation sector and travellers alike.

“There will be continued surveillance by the UK Health Security Agency to monitor for developments of concern and a contingency toolkit is being progressed which will enable an agile and rapid response in future to any changes.

“This could include tailored restrictions where appropriate and people may wish to continue to observe sensible measures while travelling such as frequent hand washing and respecting social distancing.”

The move comes as coronavirus infections were rising in all four UK nations for the first time since the end of January, with levels in Scotland already at a record high, according to the latest estimates from the Office for National Statistics.

The numbers for hospital patients with Covid were also rising, up 19% week-on-week in England.

Hospital admissions with coronavirus in England remain well below the peaks reached during the Omicron and previous waves, while in Scotland the figure was close to the record peak seen in January last year.

The time-consuming passenger locator forms require people to fill in travel details, their address in the UK and vaccination status.

They have been used to track people after outbreaks of the virus.

They are currently required by all arrivals coming to the UK from outside Ireland, the Channel Islands or the Isle of Man.

Scots looking to travel elsewhere will still have to follow any rules imposed by the country they are visiting.

The changes to travel rules come after it emerged that First Minister Nicola Sturgeon is being advised to take a "cautious approach" to the lifting of other rules designed to contain the spread of the virus.

Professor Sir Gregor Smith, Scotland's chief medical officer, said earlier today that while cases were on the rise hospital admissions were beginning to "top out".
