Scotland's councils 'too big to function' as Greens call for shake-up

A MAJOR shake-up of Scotland's councils is needed as the country's local government set-up makes it an "international outlier", the Scottish Greens have said.

In a new report, the party has called for the return of a two-tier system with regional and district councils to "bring decision-making closer to communities".
