Saudi Shura Council Approves Draft Civil Transactions System

Saudi Arabia’s Shura Council approved the draft civil transactions system which “will be comprehensive and organize all civil matters of life,” Council member Wasel Al-Mathen told Asharq Al-Awsat.

He pointed out that the most important thing in the system is to provide a legal environment for citizens and residents in Saudi Arabia, and to create an economic environment for investors, so that each individual knows what they have and what they owe.

He explained that the new system will enable each person to know their civil rights and duties without referring to the court.

He added that the civil transactions system is comprehensive and very important, and it aligns with the renaissance and development that Saudi Arabia is witnessing at the level of the legislative and investment environment.

He added that the system reflects the Kingdom’s global standing and its keenness to make its justice environment suitable for all those living in Saudi Arabia.

Moreover, the civil transactions system will have an impact on reducing the flow of cases to the courts.

In February, Saudi Crown Prince Mohammed bin Salman announced that the Kingdom has taken serious steps towards developing its legislative environment in recent years, including adopting new laws and reforming existing ones.

The Crown Prince stated that the Personal Status Law, the Civil Transactions Law, the Penal Code for Discretionary Sentences, and the Law of Evidence will represent a new wave of reforms that will contribute to the ability to predict court decisions, increase the level of integrity and efficiency of judicial institutions, and increase the reliability of procedures and oversight mechanisms as cornerstones in achieving the principles of justice, clarifying the lines of accountability and ensuring the consistency of legal references in a manner that limits discrepancies in courts decisions.

The civil transactions system aims to regulate the relationship between individuals in their dealings, reduce cases of disputes between individuals, and reduce the time for the settlement of disputes.
