Rubio's Crackdown on Birth Tourism: State Department Expands Visa Restrictions to Target Doctors and Operators

The State Department's Sept. 23 birth tourism visa policy targets network owners, visa fixers and foreign doctors. The policy gives the administration a new tool against a commercial industry it says sells U.S. citizenship. It arrived amid an unresolved legal fight over birthright citizenship and a high-stakes state visit from China's president.
