Return train tickets are to be scrapped across the rail network in a major shake-up of ticket pricing, according to reports. Transport Secretary Mark Harper will next week reveal a new pricing structure for all train journeys, reports The Telegraph.
Among the changes, the price of two singles will equate to the price of a return on the same journey - meaning there will be no need for a return ticket. Mr Harper will also confirm the creation of Great British Railways to take on responsibility for timetables and tickets, combing management of tracks and trains.
According to the Rail Delivery Group there are currently 55 million different fares for train tickets in the UK. Mr Harper is expected to announce a complete overhaul - including the scrapping of paper tickets, the use of QR codes and the spread of 'Oyster Card;' technology as is used in London.
In October, Transport Secretary Anne-Marie Trevelyan told MPs that the Government had axed its plan to introduce a Transport Bill during the current parliamentary session because legislation to deal with the energy crisis was being prioritised.
The Bill included the establishment of Great British Railways (GBR), which will absorb state-owned infrastructure management company Network Rail and issue contracts to private companies to run trains.
The body was due to begin operating in early 2024 but that timetable has been scrapped.
Asked about the Transport Bill by the Commons’ Transport Select Committee at the time, Ms Trevelyan said: “The challenges of things like the energy legislation we’ve got to bring in and various others has meant that we have lost the opportunity to have that in this third session.
“What we are continuing to pitch for will be what I would call a narrow Bill around the future of transport technologies, the legislation around things like e-scooters.”
She added: “That bigger piece around rail transformation in particular, we will need to look at in the fourth session.”
She insisted: “I only see this as a few months’ delay”.
The formation of GBR was a key policy of her predecessor, Grant Shapps, who claimed it will focus on “bringing everything together and running a much more efficient service for passengers”.
Department for Transport (DfT) permanent secretary Dame Bernadette Kelly told the committee: “There are key elements of structural change and the establishment of GBR which require legislation including, for example, I think the formal transfer of franchising powers from the Government – from the DfT – to another entity.
“So there clearly are some things that we can’t fully do structurally without legislation and without those powers.”
Ms Trevelyan said: “What we’re looking at, at the moment, is whether actually, across that whole piece, there are a number of parts that don’t actually require primary legislation, so how can we intelligently use the time we’ve got until we get into the second half of next year to actually start to implement those areas of transformation that we can?”
In July, the DfT announced that Birmingham, Crewe, Derby, Doncaster, Newcastle and York have been shortlisted to host the headquarters of GBR.
Andy Bagnall, chief executive of industry body Rail Partners, said at the time: “It is disappointing the legislation to create GBR will be delayed, but we look forward to working with the Secretary of State, rail minister and Great British Railways Transition Team’s leadership to progress reform in its absence.
“It is critical there is not a long hiatus and there are immediate steps that can be taken now, such as switching on revenue incentives in national rail contracts and feeding back to the market on passenger service contract development, which can accelerate growth and underpin a reinvigorated public-private partnership.”
Manuel Cortes, general secretary of the Transport Salaried Staffs Association, said: “The Tories seem to get themselves in a mess no matter which way they turn.
“Having recognised that their Frankenstein privatisation of our railways has been an utter failure, they promised to fix this by bringing them under public control with the creation of Great British Railways.
“Those plans seemed to be a long way down the track but now the new Transport Secretary has all but junked them, saying this will not happen any time soon.
“This is no way to treat our rail industry which is vital to millions in our county every single day.”
