Rangers have been accused of a "basic failure of atmosphere management" after "preventable provocation" caused by the pre-match playlist against Celtic.
Accroding to the Scottish FA independent review into the Scottish Cup quarter-final tie between the clubs, RFC music was played when only visiting supporters were inside the stadium.
The 37-page review, carried out by Mark Blackbourne, included the detail that the match delegate reported that "RFC music was audible throughout the stadium from 10:30am, when Celtic supporters were the only occupants".
Celtic supporters entered the stadium earlier than home supporters as is common in fixtures between the rival Glasgow clubs.
But the pre-match music, when only Celtic supporters were inside the stadium, represented "a preventable provocation at a high-risk fixture", according to the review.
On Page 11, a section reads: "Reported by the Match Delegate at the time, and recorded in his post-match report, that RFC music was audible throughout the stadium from 10:30am, when Celtic supporters were the only occupants - represent a preventable provocation at a high-risk fixture."
Observation 13 on Page 154 of the document reads: "RFC music audible in the stadium from 10:30am when Celtic supporters were the only occupants: a basic failure of atmosphere management and a preventable provocation."
Recommendation 17 from the report, on 'club mindset' stated: "Pre-match music playlists actively managed at high-risk fixtures."
