Prescription drug prices fell 3.1 percent over the twelve months ending in July, the steepest annual decline since March 1963, and the index has not risen in a single month this year. That is a genuine reversal in a category that has moved almost exclusively upward for six decades.
It is also a measurement that does not describe what most people pay, and the gap between the two matters more than the headline.
