Peru Moves to Expel Undocumented Venezuelans — But Due Process Questions Remain Unanswered

The Briefing

  • On October 15, Peruvian President Keiko Fujimori announced a phone call with Venezuelan acting president Delcy Rodríguez to coordinate the expulsion of undocumented Venezuelans and to back Venezuela's state-run Plan Vuelta a la Patria repatriation program — an arrangement that places more than 1.6 million Venezuelan nationals in Peru directly in the policy crosshairs.
  • The deal arrives less than three months after Peru and Venezuela formally announced the gradual resumption of diplomatic ties — severed in 2024 after Lima recognized the Venezuelan opposition's presidential candidate over then-incumbent Nicolás Maduro, who was subsequently detained by U.S. forces in January 2026, elevating Rodríguez to the acting presidency.
  • Neither government disclosed how many people would be transferred, when the first flights would depart, or what due-process protections apply to migrants with pending asylum claims before removal — a gap that Amnesty International has previously flagged as incompatible with Peru's international obligations.
