Lok Sabha and Rajya Sabha proceedings were adjourned till 2 p.m. and later for the day on the second day of the Monsoon Session of the Parliament amidst protests by Opposition members over imposition of GST on some new items and on price rise issue.
Members of the Congress, Left, and AAP in Rajya Sabha insisted on a discussion on the issues, forcing adjournment of proceedings. Chairman M. Venkaiah Naidu rejected notices given by Leader of the Opposition Mallikarjun Kharge and other leaders under rule 267 that calls for setting aside the business of the day to take up the issues listed by them.
While the Lok Sabha was scheduled to discuss the Indian Antarctic Bill, 2022, proceedings were adjourned amid sloganeering. In the Rajya Sabha, the Weapons of Mass Destruction and their Delivery Systems (Prohibition of Unlawful Activities) Amendment Bill, 2022 for was tabled by External Affairs Minister S Jaishankar , after which the Upper House was also adjourned for the day.

Speaker Om Birla adjourned the House proceedings until 2.00 p.m. on the second day of the Monsoon Session, due to protests and slogan raising from Congress MPs over price rise. The party has been demanding that Prime Minister Narendra Modi gives a clarification on the issue in the House.
Mr. Birla, while adjourning the proceedings, said the MPs must maintain decorum in the House and allow discussions on the very issues they are protesting about.
“You are holding the House rule book while protesting and breaking the same rules. Read the book,” he said to one Congress MP. “You talk about farmers and inflation outside the Parliament and don’t allow a discussion on these issues in the House.”

Rajya Sabha proceedings in the pre-lunch session on July 19 were adjourned without transacting any business as Opposition parties, including the Congress, pressed for an immediate discussion on issues ranging from price rise to the Agnipath scheme.
