NOAA Forecasts a Strengthening El Niño This Winter: Heat, Flooding, Air Quality and Health Risks Explained

Federal forecasters are now close to certain that El Niño will shape the coming winter, and considerably less certain about how strong it will get. That distinction matters, and it is the one most likely to get flattened in coverage.

The Climate Prediction Center's current assessment is direct: "El Niño continues and will strengthen through the end of the year," with a 97 percent chance it persists through early spring 2027. What forecasters have not done is declare a very strong event. When NOAA announced the El Niño Advisory in June, it put the odds of sea surface temperatures exceeding 2.0 degrees Celsius in the monitored Pacific region at 63 percent. That threshold is what NOAA uses to classify an event as very strong.

A 63 percent chance is meaningful, and it is not a forecast. Roughly one time in three, on those odds, the event lands below that line.


The Forecast, Stated Precisely

The terminology here has a habit of drifting. "Super El Niño" is not a NOAA classification. The agency uses weak, moderate, strong, and very strong, based on temperature anomaly thresholds in the Niño 3.4 region of the equatorial Pacific.

The ENSO Diagnostic Discussion is the authoritative monthly statement, issued on the second Thursday of each month. Independently, the International Research Institute for Climate and Society publishes a model plume showing where 26 dynamical and statistical models land. In the mid-July run, every model kept El Niño conditions in place across the forecast period, with the majority projecting a peak in the October-through-December window.

Strong model agreement on whether an event will occur is not the same as confidence about its magnitude, and the two get conflated constantly. NOAA's own framing is worth keeping in mind. "Every El Niño is not the same; each one is unique," National Weather Service Director Ken Graham said when the advisory was issued.

A seasonal outlook is a probability shift, not a schedule. It says the deck is weighted differently this winter. It does not say what will happen in any particular week in any particular city.


A Southern Storm Track and the Flood Risks Beneath It

The most consistent El Niño signal over the continental United States is a southward shift in the north Pacific jet stream, pushing the winter storm track across the southern tier of the country.

That raises the odds of a wetter winter across California, the Desert Southwest, the Gulf Coast and Florida. Wetter is not automatically dangerous, and in drought-affected areas it is partly welcome. The health consequences arrive when precipitation concentrates.

Drier Northern Tier, and the Fire Season That Follows

The same jet stream shift tends to leave the Northern Rockies and the Ohio and Tennessee valleys drier than usual, with a warmer than average winter across much of the northern United States.

A dry, warm northern winter has a delayed consequence rather than an immediate one. Reduced snowpack and drier fuels can extend the following year's fire season, and wildfire smoke has become a recurring multi-state air quality problem rather than a regional one. Two areas frequently attached to El Niño coverage warrant more restraint than they usually get.

The first is mosquito-borne disease. Research has documented associations between ENSO phases and vector-borne disease patterns, but the strongest findings come from regions where transmission is endemic and climate-sensitive, particularly parts of South America, Southeast Asia and East Africa. Extending that to a prediction about dengue or West Nile virus in U.S. metropolitan areas this winter is not supported. Winter is also the low season for mosquito activity across most of the country. A wetter spring in the Southwest could matter later, but that is a hypothesis to watch rather than a forecast.

The second is heat. El Niño adds a modest increment to global average temperature during its peak, which is why forecasters watch it in the context of record-warm years. That is a global average effect. It does not translate into a specific prediction that a given U.S. city will see more heat waves next summer, and heat is a Northern Hemisphere summer risk rather than a winter one.

Where the evidence is thin, saying so is more useful than filling the gap.


Preparation Worth Doing Before December

Nothing about this forecast calls for alarm, and nothing about it calls for waiting either.

The reasonable steps are unglamorous. Households in the southern tier can check flood zone status and review insurance now, given waiting periods. Anyone dependent on electricity for oxygen concentrators, refrigerated medication or powered mobility equipment should have a plan for an extended outage, including where to go. Families with a member who has asthma or COPD can confirm that rescue inhalers are current and that they know how to check local air quality readings. Keeping a two-week medication supply where prescriptions allow it is standard emergency planning advice and applies in any season.

Generators belong outdoors and away from windows, always, without exception.

The confirmed facts are that NOAA has an active El Niño Advisory, expects strengthening through year-end, and puts persistence through early spring 2027 at 97 percent, with a 63 percent chance the event reaches the very strong threshold. The people most affected are households in flood-prone areas of the southern tier and anyone whose health depends on uninterrupted power or medication access. The most reasonable action is routine seasonal preparation rather than any response specific to this forecast.
