New US Refugee Cap Sets 17,500 Limit, Prioritizing Afrikaners Over Latin America

The Trump administration told Congress on Sept. 22 that it intends to hold 2027 refugee admissions at 17,500, with most places going to Afrikaners, The Associated Press reported. The notice describes the group as facing land seizures and other persecution, a characterization South Africa's government has repeatedly rejected.

For Venezuelan, Nicaraguan and Cuban families, the plan matters because resettlement remains one of the few lawful routes still on paper after Washington curtailed other humanitarian channels.

From 100,034 Admissions to One Dominant Nationality

Refugee admissions totaled 100,034 in fiscal 2024, according to immigration researcher Austin Kocher's review of federal figures, then fell to 38,102 in fiscal 2025. The current fiscal year opened with a 7,500 ceiling, the lowest in the program's history. A May emergency determination raised it to 17,500 and gave all 10,000 additional places to Afrikaners. By July 31, 10,255 of the 10,258 people admitted were South African.

The 2027 figure stays at that raised level, according to AP. The advocacy group HIAS estimates admissions averaged about 92,000 a year from the program's 1980 start, and the administration told Congress it expects to spend roughly $500 million resettling the new arrivals.

A Latin American Pipeline Built Quickly, Then Halted

For most of the program's history, Latin America supplied a small slice of refugees, rarely more than a tenth. The Americas Society/Council of the Americas (AS/COA) tracker shows arrivals from the region multiplying roughly tenfold between 2022 and 2024, reaching a record 25,348 people, about a quarter of everyone resettled. Venezuelans made up around half of that group, followed by Guatemalans and Nicaraguans.

The reversal came fast. On his first day back in office, Trump suspended refugee admissions and ended the humanitarian parole program for Cubans, Haitians, Nicaraguans and Venezuelans, a program that had benefited more than 530,000 people, AS/COA documents.

What the Numbers Mean for Applicants

Resettlement is not something a person can simply file for. Candidates typically move through overseas referral and screening that can last years. When a ceiling is steered toward a single group, applicants from elsewhere face few open lanes, however serious their danger.

Refugee advocates say that is the core concern. In a statement quoted by AP, HIAS vice president Naomi Steinberg said the administration is misrepresenting a four-decade legacy to serve political goals. The State Department notice, meanwhile, says Afrikaners would be likely to integrate into American life.

What the Reporting Has Not Yet Shown

Kocher's tally shows just three refugees from any country other than South Africa arrived in fiscal 2026 through July. The sources reviewed for this article do not break out Cuban admissions for fiscal 2024, so no Cuban figure appears here.

Nor does coverage of the 2027 notice describe regional allocations, which AP notes presidents have historically used to divide places across the world. Those details would show whether any reserve exists for the hemisphere.

Fiscal 2027 begins Oct. 1. Presidents set the annual ceiling, and the Sept. 22 notice is the administration's plan for the year ahead. Latin American families with pending referrals should treat their timelines as uncertain, and legal aid groups can review individual options.
