A resident who commissioned a mural of Mary Poppins on a rooftop wall in Earl’s Court as a “picture of hope” has been ordered to take it down.

Kensington and Chelsea councillors overruled their own planning officers to order Patrick Spens to remove the design, saying it had caused “demonstrable harm” to the local conservation area.
