U.S. Secretary of State Marco Rubio described China's actions in the South China Sea as "disturbing" as he reaffirmed Washington's defence commitments to the Philippines, following a series of maritime confrontations with Beijing this week.
Rubio's remarks came after the Philippines accused a Chinese coast guard vessel of firing a water cannon at a government fisheries vessel near Scarborough Shoal on Thursday, with the blast scoring an indirect hit.
