The victim was taken to hospital with serious, but not life threatening head injuries. Police say they are working to 'establish the events leading up to the assault and identify potential suspects'.
Section 60 powers have been authorised for an area covering much of Harpurhey and parts of Moston until 3pm on Saturday.
Chief Inspector Simon Nasim said: "The decision to bring these powers into place is not a decision we take lightly. I would like to thank the public for their support and I appeal to them to continue coming forwards with information that is allowing us to take the necessary action to disrupt and dismantle those individuals that have been involved in bringing unacceptable behaviour onto our streets."
Anyone with information is asked to call police on 101 quoting log number 2815 of April 27.
