Learners who fail their driving test could have to wait 28 days before they re-book in a bid to cut down the waiting list.
The Driver and Vehicle Standards Agency (DVSA) says it would make learners "think twice" about booking a driving test while they are unprepared.
The agency said that extending the period from 10 days could help cut down the three-and-a-half-month waiting list.
