The disturbing accounts detailed in the 186-page complaint span from 1996 to 2017 and include harrowing incidents such as gang rape, forced oral sex, beatings, and groping by various personnel at nine youth centers across the state.
The lawsuit alleges that the State of Illinois failed to address a culture of abuse that allowed such misconduct to persist unchecked. The plaintiffs recount instances of threats and rewards used to silence victims, with many claiming that their reports of abuse were ignored or dismissed by facility administrators.
Named defendants in the lawsuit include the state of Illinois, the Department of Corrections, and the Department of Juvenile Justice. The plaintiffs seek damages of approximately $2 million each, the maximum allowable under law.
While the Department of Juvenile Justice stated that the alleged incidents occurred under previous administrations, they emphasized their commitment to youth safety and thorough investigation of staff misconduct. Governor J.B. Pritzker's office and the Department of Corrections have yet to respond to requests for comment.
The plaintiffs, who are among hundreds of victims of sexual abuse at Illinois detention centers, are represented by attorney Jerome H. Block. The lawsuit implicates multiple individuals, including former and current detention center workers, in the alleged abuse.
The complaint also highlights the state's use of unconstitutional strip searches as contributing to the perpetuation of sexual abuse within the facilities. It references a 2013 U.S. Department of Justice survey that ranked Illinois among the worst states for sexual abuse in detention facilities.
