In September, Russian President Vladimir Putin was asked about his preference between Donald Trump and Kamala Harris in the upcoming U.S. election. Putin humorously responded that their 'favorite,' President Joe Biden, had been removed from the race and recommended supporting Harris, whom Russia would support. This lighthearted exchange highlighted Russia's view of the election as a choice between two unappealing options.

Analysts suggest that neither candidate offers much promise of improving U.S.-Russia relations, with Harris taking a hard line against Russia and Trump known for his admiration of Putin. Despite this, Putin criticized the sanctions imposed during Trump's presidency.

Key issues for Russia in the election include aid for Ukraine. Harris is expected to continue the Biden administration's support for Ukraine, while Trump has hinted at lifting sanctions against Russia to negotiate an end to the conflict.

On NATO, Trump has questioned the alliance's mutual-defense clause and demanded increased military spending from member countries. Harris has affirmed the U.S.' commitment to NATO but has not clarified her stance on Ukraine joining the alliance.

In terms of arms control, the New START treaty between the U.S. and Russia is set to expire in 2026. Biden renewed the treaty, and Harris is likely to continue supporting it. Trump, on the other hand, took steps to dismantle arms control agreements during his presidency.
