JB Pritzker Signs Illinois Insurance Reform Law, Says 'Families Deserve Fairness' Amid Rising Premiums

Gov. JB Pritzker (D.Ill.) signed a new law giving state regulators more power to review and challenge insurance rate increases, aiming to protect residents from excessive premiums and unfair pricing practices.

Pritzker Pushes Insurance Rate Transparency Law

On Tuesday, Pritzker signed HB 4273 and SB 714 into law, introducing reforms aimed at increasing transparency, fairness and accountability in Illinois’ home and auto insurance markets.

In a post on X, Pritzker said, "Families deserve fairness from even the most powerful corporations."

He added, "During a nationwide affordability crisis, Illinoisans have demanded answers, transparency, and relief to help them make ends meet. We are responding in Illinois."

In a video shared alongside the post, Pritzker said the law requires insurers to file rate information with the Illinois Department of Insurance, allowing regulators to review and challenge increases they deem excessive.

"It’s not asking too much to say to insurance companies, if you’re telling your customers that rate hikes are necessary, you should be able to prove why," he said.

Illinois Gives Regulators Power Over Rate Hikes

Pritzker said the law prohibits insurers from charging premiums that are "excessive" or based on terms that are "inadequate or unfairly discriminatory."

He said Illinois regulators now have the authority to object to rate increases and prevent residents from paying higher costs tied to losses outside the state.

"This isn’t some radical proposal," Pritzker said. "It is authority that regulators in every other state in the country have exercised for years."

Rising Insurance Costs Fuel Affordability Concerns

Earlier, The Kobeissi Letter warned that U.S. health insurance costs showed no signs of slowing, citing a Mercer report that projected health benefit costs per employee would increase 6.7% in 2026 to at least $18,500, the largest annual rise in 15 years.

The report also indicated that many employers could raise deductibles, copays and employee premium contributions.

Rep. Tom Suozzi (D-N.Y.) argued that political distractions had shifted attention away from the healthcare affordability issue.

He criticized President Donald Trump for moving focus away from rising insurance premiums and highlighted congressional efforts to extend premium tax credits aimed at lowering costs.

Entrepreneur Mark Cuban criticized the healthcare system, saying high costs, industry consolidation and flawed incentives were hurting patients and employers.

He said many Americans struggled with deductibles and argued that large healthcare companies exploited system rules while increasing costs.
