In a recent development, Iran and Sweden engaged in a prisoner swap that involved the release of individuals from both countries. The swap saw Tehran releasing a European Union diplomat and another man in exchange for an Iranian convicted in Stockholm of committing war crimes related to the 1988 mass executions in Iran.

The arrest of the Iranian individual, Hamid Nouri, by Sweden in 2019 triggered a series of detentions, including two Swedes. This incident highlighted Iran's historical practice of using individuals with foreign ties as bargaining chips in negotiations with Western nations.

The release was facilitated through mediation by Oman, a country known for its role as an intermediary between Iran and the West. The Stockholm District Court had sentenced Nouri to life in prison for his involvement in the executions that took place at the end of Iran's war with Iraq.

The 1988 mass executions followed a UN-brokered cease-fire between Iran and Iraq, during which members of the Iranian opposition group Mujahedeen-e-Khalq launched an attack. This led to a series of sham retrials and executions, with estimates suggesting that up to 5,000 people were killed.

The recent prisoner swap involved the release of diplomat Johan Floderus and Saeed Azizi. Floderus was described as enduring a harrowing experience during his detention in Iran, while Azizi faced charges related to national security.

The EU's top diplomat, Josep Borrell, commended the release of the two men and expressed solidarity with other EU citizens still detained in Iran. Despite Iran's denial of holding prisoners for negotiation purposes, this swap underscores the ongoing challenges in diplomatic relations between Iran and Western nations.
